Make The Next Compliance Step Visible Before Release

Payment, a background-check result, 4473 preparation, and firearm release are different checkpoints. Keep the customer, item, and required follow-up together so staff can see what still needs attention before completing a transfer.

Overview

Guide The Transaction To A Documented Outcome

A ship-to-FFL order, an in-store transfer, a local pickup, and an ammunition sale can each require a different checklist. MFS Exchange keeps the relevant state and product rules, customer information, check result, staff attestation, and release status together so a busy counter has a visible path to resolution.

California & State Compliance

State Rules At The Right Step

  • California AB1263 compliance with disclaimer checkboxes at checkout, DOB collection, ID upload, and signature fees — all the moving parts of AB1263 handled in one configurable flow.
  • State-specific legal agreement checkboxes at checkout — different checkboxes appear automatically based on the shipping or billing state.
  • California Prop 65 warnings configurable per product so warning labels show on product pages and in cart for affected items.
  • State exclusion lists for firearms and non-firearm products separately — different states block different things.
  • New York private-party transfer support — capture both parties' permit details with date validation, routed through the FastBound disposition flow, and print a Firearm Permit Addition Record for the buyer before pickup.
New York Ammunition Compliance

NY Checks At The Counter, With Release Status Kept Clear

For New York ammunition and firearm sales, staff can run or record the state check against the order and keep the result with the transaction. Payment and 4473 preparation remain separate from final transfer clearance: a Delayed result routes to Hold and follow-up, while a Denied result blocks completion and handover.

  • NY State NICS workflow for ammunition and firearms — record the check result (Proceed, Delayed, or Denied) against the order and keep it on file for review.
  • One check covers a mixed cart — a single background-check step covers a cart holding firearms and ammunition together; no separate check for the ammo lines.
  • Self-service identity kiosk — the customer confirms their identity and presence at a kiosk, and a returning buyer's saved profile is reused so repeat visits move quickly.
  • Counter ID attestation — permissioned staff record that they checked the buyer's government ID, capturing who attested, when, and the ID type.
  • Dealer-to-dealer shipments can be cleared without a NICS check, with a manager-only manual path that records the receiving FFL.
  • NY alerts for delayed checks, denials and a daily compliance worklist email, plus a manager alert if a firearm order completes without a clean result.
  • NY reports and ammo inventory that count only completed sales, list overrides separately, and export a real CSV.
  • Denied-buyer hard stop — a recorded NICS Denial blocks completion and firearm handover; clearing it takes an audited manager resolution.
  • NY NICS portal autofill — buyer identity and firearm details (make, model, serial, caliber) pre-fill the state NICS portal, and the returned NICS Transaction ID carries straight into the FastBound 4473.
Auditable by design. Results and staff attestations are recorded with the order, and compliance reporting can surface regulated sales with no check on file. A Proceed or Delayed result is not the same as final release clearance: Delayed routes to Hold and follow-up, while a Denied result blocks completion and handover.
FFL Management

FFL Routing, Storage, And Forms

  • FFL finder built into the customer-facing checkout — customers search and select an FFL during purchase.
  • Embeddable FFL selection form via shortcode so you can drop the same finder onto blog posts, product pages, or landing pages.
  • FFL document storage by FFL number — license PDFs uploaded once stay on file and apply to every order routed through that FFL.
  • FFL notes on the order screen — operations notes specific to each transfer FFL.
  • Automatic FFL requirement detection per product — the cart flow knows when an FFL transfer is involved and routes appropriately.
  • Highlight FFL Cockpit cost in admin views so FFL transfer costs are visible during order processing.
  • FFL shipping guard (optional) — stops checkout from pairing another dealer’s FFL with store pickup, or your own FFL with shipping.
4473 Acceleration

PDF417 Intake And USPS 1508

  • PDF417 driver's license barcode scanner — scan the back of an ID, auto-populate name, address, DOB, and other 4473 fields. Significantly faster in-store firearm transfers.
  • USPS Form 1508 prefilled from order data for firearms shipments — your shop’s details, the recipient’s name and address, and the date — ready to sign by hand.
  • NY stores: run or record a NICS check from any order — including layaways and held orders — right from the order screen, then copy the saved NICS Transaction ID into the 4473.
  • Sold-elsewhere protection — the register checks FastBound before selling a serial and refuses one already sold, and a serial can’t sit on two open orders.
  • Order Note to FFL workflow surfaces transfer-specific notes for the receiving FFL on the order.
  • Custom Order Notes at the order level for tracking compliance touchpoints across the workflow.
Pairs with your bound book. With FastBound, when a 4473 is completed and you process the disposition, the integration locks the disposition with the 4473 attached and returns the buyer certification PIN to the UI. Orchid stores get the 4473 handoff too, with the order’s serials locked while a 4473 is open, and paper-book stores get a clear prompt to record each entry by hand. See FastBound Integration for details.
Custody Beyond The Sale

Guns In Storage And At Shows

  • Storage lockers — customers’ firearms held on premises with a custody history, bound book entries for store-keyed lockers, and a custody manifest you can print or export.
  • Gun shows (optional) — staged guns are held from sale on your website and marketplaces, and out-of-state shows file transfers to the host FFL through your bound book with a printable transfer sheet.
User Verification

Age Gates And Staff Review

  • Age gate on relevant product pages, with state-by-state age rules where required.
  • Law Enforcement, Military & FOID roles with eligibility verification and any required role-specific pricing or product access.
  • Special user roles for other customer categories (dealers, repeat customers, etc.) — each with its own permission and pricing rules.
  • Driver’s license privacy — ID images are encrypted at rest, and revealing a full license number takes its own permission and is logged.
  • In-store purchase prompt for identifying walk-in vs. online purchases on a transaction-by-transaction basis.

Included With MFS Exchange

Compliance workflows are part of the MFS Exchange build. State configurations, AB1263 setup, FFL routing, and other product-specific paths are reviewed against your state and product mix during onboarding; any outside service or document requirement remains part of that scoped setup.
